Kimi Antonelli will line up alongside Norris on the front row after a strong run to second. Norris's team-mate Oscar Piastri completed the top three to lock in a powerful starting position for the Sprint race.
Ferrari's early-weekend pace did not carry into the final phase of qualifying. Charles Leclerc ended up fourth, while Lewis Hamilton was seventh as the team fell short of its initial promise.
Max Verstappen qualified fifth with George Russell in sixth. The pair will share the third row for the short shootout ahead.
